Cosmos Hub voters overwhelmingly veto a proposal to refund 1.2 million ATOM seized from a Neutron attacker.
The proposal, titled "ATOM Refund & Justice Bounty", was submitted after validators moved the seized ATOM into a multisig following a chain restart.
